Small Modular Reactors in the UK: Strategic Outlook and Executive Talent Implications

The UK is positioning Small Modular Reactors (SMRs) as a central pillar of its long-term energy and industrial strategy. SMRs are designed to be smaller, factory manufactured nuclear reactors that can be assembled on site, enabling faster construction, lower capital risk and more scalable deployment compared with traditional large nuclear plants. 

Currently in the UK, Rolls-Royce SMR is the at the most advanced stage with Wylfa as the chosen site and regulatory justification achieved. Some of the key considerations include:

  • Programme Leadership: Led by Rolls-Royce SMR, supported by a combination of government funding and private investment. Each unit is expected to generate ~470 MW, with the majority of components manufactured through a modular, UK-based supply chain. The programme has two primary objectives:  
    • Increase domestic energy capacity  
    • Establish a globally competitive export industry 
  • Strategic Oversight: Coordinated by Great British Nuclear to accelerate the development pipeline, select technologies, and support deployment of multiple SMR units across the 2030s. Regulatory engagement with the Office for Nuclear Regulation ensures compliance with UK safety standards.  
  • Wider Economic Impact: SMRs are projected to stimulate domestic industrial ecosystems including advanced manufacturing, engineering, digital systems, construction, and long-term plant operations. Potential to create thousands of high-skill jobs and new regional nuclear clusters.  
  • Executive Talent Requirements: Delivering a national SMR fleet requires leaders with technical credibility and experience in large scale infrastructure, complex regulation, supply chain establishment and transformation, and capital-intensive project management.  
  • Talent Competition: Intense competition exists for senior leaders due to demographic pressures in the nuclear sector and overlapping demand from aerospace, defence, renewables, and advanced manufacturing. Organisations must expand executive search horizons beyond traditional nuclear talent pools.  
  • Board Strategic Priority: Success depends not only on technology and capital but on securing a generation of leaders capable of scaling a new nuclear industrial model. 

The UK’s SMR programme represents a strategic opportunity to strengthen domestic energy generation, catalyse high-skill industrial clusters, and establish an internationally competitive nuclear supply chain to support global technology exports. Success will depend not only on technology and capital deployment, but critically on the calibre of executive leadership tasked with delivery. A central challenge will be scaling the business to enable the concurrent development of multiple generation assets across the UK and international markets, within an increasingly competitive landscape among SMR developers. 

Boards must therefore prioritise the attraction and development of leaders with deep technical, regulatory, and large-scale infrastructure delivery expertise. Experience beyond the nuclear sector – particularly from industries such as oil and gas – will be valuable in advancing modular construction approaches and executing repeatable, series-build programmes. Equally, strong commercial acumen will be essential to expand the project pipeline and ensure the delivery of economically viable, profitable generation assets.
